The Vision of The Great Sea (The Mediterranean)
When Daniel sees the vision of the Four Beasts Rising up Together, this vision is being seen in area of the Great Sea (the Mediterranean), in the Middle East.
These Four Beasts are representative of the Statue in Daniels dream, even though Media Persia, Greece and the Final Kingdom of the 4th Beast/Iron Legged Kingdom hadn't even risen. So, from Daniels standpoint, it was still future.
The Four Beasts
The 1st (The Lion with Eagles Wings), 2nd (The Bear With 3 Ribs in its Mouth), 3rd (The Leopard) and the 4th the Most Terrifying of them All.
The 1st Beast is Babylon, 2nd Persia, 3rd Greece and the 4th Assyria and Egypt.
The 4th Coming Final Beast Divided Between Assyria and Egypt

The 4th Beast that had teeth of Iron and claws of copper tears, crushed and trampled down everything in its path, those that it had risen up alongside with. This Beast that has 10 Horns (Daniel 7:7), it is one and the same as the Kingdom of Iron Legs (Daniel 2:40-42).
While this 4th Beast (the Coming Kingdom Divided Between Assyria and Egypt) crushes and tramples the other 3 down, it co rules with them until "Their Rulership ends/Aharit Maluktam (Daniel 8:23 and 11:4).
The End of the Co Rulership When Sin Reaches It's Pinnacle

Their Rulership ends when sin has reached its peak, for then the "little horn" aka "King Fierce in Countenance" rises to power, this being the 3rd and Final King of Assyria of the 4th Beast Kingdom.

Based on the evidence, these 4 Beast Kingdoms are all Middle Eastern Based, Kingdoms that will be arising before the coming War between the West and Iran (Daniel 8:2-8, 21-22, and 11:2-3).

For after the coming war with Iran, the West (the Kingdom of the Hairy He Goat) collapses into nothing, and the 4th and Final Kingdom rises (Daniel 8:23-25 and Daniel 11:4-45).

So, this is all happening in the Middle East, and these 4 Beasts of Daniel 7 are all Middle Eastern Based.
Babylon was still in power when Daniel wrote this, so there must be a Babylon of the future, and as we've seen, it's been under construction for the past 50 years or so.
