The "exercises" called Operation Dark Winter was conducted at Andrews Air Force Base [Joint Base Andrews] on 22-23 of June, 2001.
The "simulation" was to test the reaction of government, media and citizens if a deliberate smallpox epidemic were introduced. [Complete with fake, just like our current media, news broadcast and onsite reporting.]

Sounds a lot like our ongoing 2020 Plandemic if you ask me.
