WHY DIDN'T THEY UNDERSTAND THIS CONCEPT?

I'm talking about the very first thought process I had when contemplating news of a global pandemic. It isn't rocket science, but I haven't met anyone who understands it! Why? Wth is wrong?

Per the CDC the VAERS system represents just a fraction of the overall death and injury events. You should multiply the result by 10 for a more accurate severe event, and by nearly 100 for all events including minor events.
