First, he let Edna tamper with his digital watch and then everything went blurry. Marty tampers with the watch setting it to X:11 just as shown in the footage and Biff becomes a mindless drool monkey capable of obeying every command. Marty sends him to the decycling bin and to see where it goes. Marty finds piles and shelves filled with confiscated items and Edna is there having finished erasing everything on the tapes Biff brought to her. She then uses Biff to subdue Marty only for Marty to remind Biff of all the sinful things he enjoys. Citizen Brown then shows up having witnessed everything. He is displeased with how she has been using the program to control everyone's free will. While Citizen Brown is in dispair, Marty assures him that if he can rebuild the Time-DeLorean, they can fix this mess. Doc comes around when he sees the flux capacitor blueprints matching his citzen symbol. He runs off right away to get started then Biff returns to his old violent ways only to be chased away by Einstein. When Marty reenters Doc's office, he finds Edna and the police take him away. She can't let Marty ruin everything after she's come so far.
