Remember in The Walking Dead, The virus was already in there bodies before they died. The scientist at the cdc in season 1 in the last episode told rick that everyone is infected with the virus already that's why they turn to walkers upon death.
The virus{nano} is in who ever take the jab. when shit hit the fan hope most people can connect the dots on whats happening.
In the series it was explained that the their are two ways to turn being bit or death so yes the bit may be signaling what's already in the bodies to activate or just by being infected by the zombie/walker{sheep} blood may activate what is already dormant.
