This reversal is a structural metaphor that has been spoken backwards from the collective unconscious (via Clif).
The sheep is a metaphor that signifies innocence. In the absence of other powerful metaphors it indicates innocent people being victimized.
Perhaps this is the collective mind's way of saying that the people who are following the religion(s) laid out by the El should be treated with compassion?
