All civilians should have evacuated rather than serving as human shields in service of all the self-serving (and terrorized by NAVOZ etc) local administrations. The rosy picture that the khakhol government/local administrations paint has and will result in multitude of civilian deaths. That is supported by the western governments who are in effect are fully complicit.
