I decided to use an efficient city guide in SimCity 4... and after a week of actually trying and failing to get the design right, this is the attempt where I finally figured out how to build the entire grid properly! It works! The individual that made this guide is an absolute legend (albeit I do wish there were more than just screenshots for visual reference and that certain aspects of the design were described better).
